804.  SCHOOL DAY
1.
Purpose
The normal school day for the instruction of district students shall be in accordance
with law and Board policy.

The Board shall establish the times for the daily sessions of district schools.

The regular school session may be altered temporarily by the Superintendent when
such change is in the best interests of students and the district.

The Superintendent or designee shall develop guidelines that allow students to enter
and leave schools under exceptional conditions so that variances with the normal
school schedule may be accommodated. Such guidelines shall consider such things
as inclement weather, family illness, and other circumstances.

Guidelines
Emergency Closings, Delays, And Dismissals
The Superintendent shall be empowered to close the district schools, delay the
opening, or dismiss schools early in the event of hazardous weather or other
emergencies which threaten the health or safety of students and personnel. Such
action is never to be taken lightly, for public education is one of the principle
functions of a community and should be maintained at a normal level except in
extreme circumstances. When this regularity of operation ceases, serious difficulties
are caused and the welfare of students may be jeopardized. Schools may not
properly be closed merely to avoid inconvenience. While it may be prudent, under
certain circumstances, to excuse all students from attending school, to delay the
opening hour, or to dismiss students early, the administration has the responsibility
to see that as much of the administrative, supervisory, and operational activity is
continued as may be possible. Therefore, if conditions affect only a single school,
only that school shall be closed.

In making the decision to close schools, delay the opening, or dismiss schools early,
the Superintendent shall consider many factors, including the following relating to
the fundamental concern for the safety and health of students:
1.
Weather conditions, both existing and predicted.
2.
Driving, traffic, and parking conditions affecting public and private
transportation facilities.
3.
Actual occurrence or imminent possibility of an emergency condition which
would make the operation of schools difficult or dangerous.
In all cases, the Superintendent shall inform the Board President as soon as possible.
The Superintendent shall weigh these factors and shall take action to close the
schools, delay the opening, or dismiss schools early, only after consultation with
traffic and weather authorities, the transportation administration and school officials
from neighboring districts, if necessary. Students, parents/guardians, and staff shall
be informed early in each school year of the procedures which will be used to notify
them in case of an emergency closing, delay or dismissal. When schools are closed,
delayed, or dismissed for emergency reasons, staff members shall comply with
administrative directives in reporting for work.
